First pass at… United Nations

These were just in the order I could convince my friends to come over, but I felt like this was another “easy one” so I was glad to make a start. 

We mainly just went through the existing documentation and tweaked things here and there. I liked the idea of having different levels of defensive treaties so we fleshed out what those might look like. At the highest level, you’re expected to help attack, at the lowest level, you can pass freely through their territory with different bonuses and restrictions between. I felt like these nuances might make the conversations between Ambassadors more interesting when they’re in deliberations. 

We also made a pass through the v1 events, mainly keeping them as-is. We might tweak “how” to resolve the events - UN troops vs simple money-spend (for example) but most of the content is pretty solid. I do have some outstanding questions on the order of events. It’d be interesting to put them in some sort of order, or go so far as designing a tree of events whereby if players make X decision, then they get outcome Y, equating to a different set of events. 

I also like the idea of having some events that are player-driven. For example, what if Chinese operatives started a rebellion in N.Korea which then finds its way to the UN. Just more things to think about.
